Most of the other IPs for this DNSWL Id (31317, email-vision.com and
others) were internally blacklisted on 2014-06-23. Earlier, we added an
internal note that some of the domains used are on black.uribl.com
(2014-02-26).

This IP (and a bunch of others) was added to the list of published IPs von
2014-10-06 10:32 (after it was added to the queue of "new" IPs  found on
2014-09-25).

The report here triggered a review of the recently added IPs which are now
also internally blacklisted (= are not published any more).

So to answer your question: Why is this spam-IP listed? -- It was a mistake.
