reply to my self here, why is rspamd dkim sign non ORIGINATING emails ?

it should only do the ARC sign and ARC seal for the non ORIGINATING 
mails

when ORIGINATING then only do the dkim sign, done, ARC seal / ARC sign 
does not make sense on dkim signed mails, hopefully world will not 
requirer big computers to solve all this
