Hi all, I recently registered at DNSWL, and am curious how it works.I found very little notices about it, e.g. when has it been founded, who pays, why it's not on wikipedia, and similar amenities...

I don't think DNSWL receives abuse reports in some semi-automated manner. While larger ESPs have some way to set up feedback loops, no practice is currently standardized for that, AFAIK. Not even the ARF itself.
A fair practice could be for users so send abuse reports to their ESPs who, in turn, could forward them to DNSWL if the sender was registered. DNSWL could take note and forward that report to the registered sender's feedback loop contact. This could be largely automated (except for the user submitting the first report) and result, e.g., in automatically banning naughty users for a time proportional to the numbers of complaints. Just an idea. However, a Thunderbird extension for submitting ARF messages exists, IIRC.
