[dnswl-users] reporting DNSWL_NONE

Most messages I report is in DNSWL_NONE.
Many of them are from free email systems which are unlikely  to be
removed or promoted to higher trust.

Would it make sense to provide some hints which DNSWL_NONE listing are
not "worth" to be reported?
