We experienced an increased number of database connections. This resulted in some connections being dropped / refused and hence, which also impacted some rsync transactions. 

As a quick fix we increased the max_connections in Postgres. For overall better performance, we are in the process of upgrading and migrating the database infrastructure (and other components as well).
